BHCIA Sidewalk Repair Assistance Program

 

Background

The City of Belmont Public Works Department is addressing specific resident complaints regarding tripping hazards and ADA complaints on sidewalks in Belmont Heights. While not proactively identifying violations, the City is obligated to investigate reported hazards and the adjacent properties. If Notices of Repair are issued, homeowners are required to resolve sidewalk issues at their own expense through one of the following methods:

  • Grinding (marked with pink paint) for vertical displacements up to 1 inch

  • Complete removal and replacement (marked with white paint) of sidewalk sections, curbs, gutters and asphalt for larger displacements

BHCIA Sidewalk Repair Assistance Program

In collaboration with Belmont Public Works, BHCIA has created a program designed to help our community meet this requirement in an efficient and cost-effective manner. Through extensive in-person discussions with Public Works leadership and continuous coordination, we have:

  • Obtained a 90-day extension for submitting permit applications.

  • Negotiated volume-based pricing with a pre-approved contractor.

  • Streamlined the permit process by securing fee waivers during the extended period.

  • Developed an efficient workflow covering everything from the initial estimate to the final inspection.

Contractor Selection Process

Following a thorough six-week evaluation, we:

  • Verified contractors' experience with Belmont Public Works using the BPW contractor reference list.

  • Requested and reviewed estimates from multiple contractors.

For the finalists, we:

  • Compared pricing structures.

  • Evaluated past sidewalk repair projects.

  • Interviewed Belmont residents who had previously worked with the contractors.

  • Assessed reputation, work quality, and other key factors.

Exterior Designs offers:

  • Competitive pricing significantly lower than other qualified bidders.

Pricing Structure

  • Grinding (Pink Lines):

    • 1–2 lines: $300 per line

    • 3–4 lines: $250 per line

    • 5 or more lines: $200 per line

  • Concrete Removal & Replacement (White Markings):

    • Single square: $50 per square foot

    • Two squares: $40 per square foot

    • Three or more continuous squares: $35 per square foot

  • Tree Root Removal (if necessary): Up to $200 maximum

Important Notes:

  • Final square footage measurements may exceed City estimates by 15–20%, as they account for required asphalt replacement areas not included in the initial calculations.

  • The City measured grinding in linear feet, but Exterior Designs has simplified this process by offering pricing based on the number of lines requiring grinding.

  • The number of pink lines marked by the City indicating grinding areas.

​This information will assist Exterior Designs in providing an accurate initial estimate for your project.​

What to Expect After Submitting Your Application

​Once you've submitted your application form, here's what you can anticipate from Exterior Designs:

  • Application Confirmation: You will receive an email confirming that your application has been received.

  • On-Site Measurements: Exterior Designs will visit your property to take precise measurements; your presence is not required during this visit.

  • Contract: A detailed contract, including final pricing and initial payment instructions, will be emailed to you for your review and signature.

  • Permit Acquisition: Exterior Designs will secure a Temporary Encroachment Permit from the City of Belmont on your behalf, including providing proof of insurance as required.

  • Surety Deposits: Exterior Designs will remit required surety deposits to the City of Belmont.

  • Pre-Work Inspection: Exterior Designs will coordinate a pre-work inspection with Belmont Public Works (BPW) and obtain approval for the repair method, if necessary.

  • Repair Execution: Exterior Designs will execute the repair work.

  • Final Inspection: Exterior Designs will schedule a final inspection with BPW to verify compliance.

  • Permit Completion Record: Exterior Designs will ensure the City updates the permit to reflect completion of work at your address.

  • Final Payment Collection: Exterior Designs will collect the remaining balance from you upon completion.

  • Evidence of Compliance: at the member's option, member can use the City's permit tracking system to download a copy of the closed permit with your specific street address

Alternative Options for Grinding Work

While BHCIA has negotiated competitive rates with Exterior Designs, the City of Belmont now allows homeowners or their handymen to perform grinding work without requiring a concrete contractor license. This option applies to grinding only - concrete removal and replacement (R&R) still requires a licensed concrete contractor.

If choosing to self-perform grinding work, the following requirements must be met:

  • Obtain a temporary encroachment permit

  • Pay a refundable $600 surety deposit to the City

  • Submit proof of insurance (homeowners insurance typically accepted for self-performed work)

  • Ensure workers are covered by worker's compensation insurance (typically under homeowner's insurance)

  • Properly barricade the work area with construction signs

  • Offer assistance to pedestrians in safely walking around the work area

  • Vacuum all debris (washing into gutters is prohibited)

  • Pass final inspection by Public Works

While this option is now available, many members find that the convenience and assurance of using our vetted contractor outweighs the potential cost savings of self-performing the work.
